  7.     Some people in the State Department are quietly relieved
  8. that leaked audiotapes may unhinge the government's prosecution
  9. of Manuel Noriega. "The trial is going to be very messy," says
  10. one official at State. "The defense is going to ask for all
  11. sorts of sensitive information and force us to compromise
  12. security or endanger the case against Noriega. The primary goal
  13. was always to get him out of power. I don't see what we get out
  14. of getting him convicted." Such talk may fuel the rumor among
  15. Panamanians that the tapes were intentionally passed to CNN to
  16. torpedo the trial and get the government off the hook. State
  17. has formally denied the allegation.
